I'm not sure what you mean by "online development environments", but
if you means tools for creating interactive web pages there is a
project called Flapjax by some guys at Brown. I've used it and it is
quite fun. If you mean code development environments (IDEs) that run
in your browser there is Bespin from Mozilla and probably others.
