[plt-scheme] feature-request: New Tab... + Open... defaults to directory of previous tab

If you set the "open new files in tabs" preference, then you can just
do use the "File|Open" menu item and get the behavior you want. I
think. The default directory that shows up in the file dialog is
platform-specific, I believe.
