[plt-scheme] Using the PLT web server in production

I might as well chime in: I used to run my silly IRC bot on a linode;
it worked fine.  There were perhaps four outages, of maybe a few
minutes apiece, over the course of a year; the only reason I quit
doing it was that I wanted to save the $20/month (I just run it on my
home machine now).
