I think these are the instructions to build a local system from the
distribution tarball.

I probably wasn't clear enough. I'm interested in how the
distributions themselves are created from the code in the repository.
That is, for example, how is the repository code turned into the
following file.

http://download.plt-scheme.org/bundles/4.2.1/mz/mz-4.2.1-src-unix.tgz
