omitted-paths error [was: [plt-scheme] error building plt-4.2.1]

I tried removing and reinstating the dev-link, but I still get the
"omitted paths: given directory path is not in the collection root:
<full path to my drscheme plugin/tool>." error?

Does anyone else use dev links?
