[plt-scheme] planet move status

As some of your are now aware, planet has been moved from its home at
the University of Chicago to a new home at Northeastern university.
Apologies for the hiccups!

Thanks very much to the UC techstaff for their patience as the move
has taken longer than it should and for all their help keeping the
service running over the years while it was there.
