[plt-scheme] the other CFA

This looks like it would be:

    1) a fun, fairly easy project to implement in PLT Scheme,
    2) a nice teachpack to give to students.

[I came by the link by way of Ed Cavazos on the ikarus list -- if you 
take on the project you might look at his `rule' macro.]
