[plt-scheme] sporadic seconds->date error when doing setup-plt -l

I can't debug right at the moment, but a wild guess, based on when this 
occurs, is that it might be a bug triggered by a file mtime in the 
future (due to CVS checkout from server with relatively 'fast' clock).

Please let me know if you'd like me to debug.
