So Microsoft fixes bugs in non-Microsoft code? Really, I can understand
that when Office, or IE or any other Microsoft code crashes that the
report is useful; as I understand that this "Talkback" that Mozilla
uses can help the developers.

But I fail to see how reporting bugs about PLT Scheme to Microsoft
helps. If the bug is caused by by PLT, the developers should get the
report and if they find out that it is a bug in Windows, they should
contact Microsoft (they could for example listen more to developers by
setting up a public bug tracker then collecting so many application
crashes which might even contain data that the user does not want to
be sent and has AFAIR no choice besides not sending anything at all).

But it is getting quite off-topic here, sorry. Followup to me if
interested in further discussion.

regards,
Marek
