[plt-scheme] Using PLaneT Packages in a Production Environment

PLaneT development links would work, but it's looking like using fake 
PLaneT will be more work and potential for error than using plain 
collections (which our install is already set up to support).

I'm speaking only of deployment of one particular application, of 
course.  PLaneT is generally a big win.
