Does this mean that for (require (planet ....)) we will have the choice to
rebuild the global docs or not?
That would be very helpful ; one of the main reasons I don't download as
many PLT packages as I'd like is because it takes a lot of time to build the
docs, whereas the download itself is probably much faster.
