[plt-scheme] How to configure the PLT web server?

Double click in OS X and Windows...

On OS X I get an error (suspect that it is due to permissions if the server tries to run on a port where I am not allowed to run it as normal user, e.g. 80)
On Windows there is nothing after the double click - it either silently runs or silently fails... I don't know.

How do I control that server?
