[plt-scheme] automated PLaneT upload

No, unfortunately, none of that is possible at the moment. Uploading
via the web interface should be fairly painless, but we are planning
on adding something to the commandline tool for uploading. As far as
the other goes, we can hide releases (so that it is only accessible if
someone explicitly requests that version and no other version), but
you have to go thru a PLaneT maintainer to do that.
