[plt-scheme] Default (define-struct ...) behavior

Hi all,

I have a question about the default behavior of (define-struct ...):

Why isn't (make-inspector) implicit in the definition of all structures?

I have various reasons why I think it should be, but I'll save those
until I have an answer to the first and most straight-forward question
I can ask.
