[plt-scheme] mzc, ++ccf <flag> : Add C compiler flag

I was mistaken.  +ccf was passing the -I<dir> option to gcc; it just  
hadn't gotten there yet.  I needed to add +cppf -I<dir> so that cpp  
would get the flag too.
