[plt-scheme] PLT goes Hollywood

We experimented with an external browser (of the
user's choice) for a couple of years before we
gave up.

Matthew and Eli's efforts to get scribble going
and to scribble the documentation may just get
us back to the point where we can revisit this
choice.

[When you're young you do make a lot of quick
decision that you end up regretting.]
