[plt-scheme] Announce: First release of DrSync, v0.5

It's actually possible to edit the metadata for the original package
online without updating anything at all. Also required-core-version
changes can legally happen from one minor version to the next (since
version numbers refer to compatibility constraints between the code
contained in the packages, not the packages themselves --- a subtle
distinction but one that I have found to be very important).
