[plt-scheme] PlaneT Log-In Problem

Hi ---

I've committed a workaround, though it's not really a fix, that will
at least make sure everyone can log in and manage packages. The
underlying problem, that under some conditions it appears that cookies
aren't being set properly, is still unsolved.
