[plt-scheme] Dr Scheme start position and size

Oh, right, sorry. It lets the OS decide where to put it, but remembers
how big it was last time.

That was the right thing a decade ago when everyone's X window manager
did something fancy for it, but that seems to have moved into the
province of the app now-a-days, hasn't it?
