[plt-scheme] Planet Announcement: A Suggestion

The recent set of updates to the hwiki package made me realize that it  
would be really useful if the announcements showed some kind of 'news'  
or comment section to let you know the reason for the update.

For example, each of the updates sent over the last day or two only  
contained the package version.

> This announces the availability of an updated package from PLaneT:

> Name:            hwiki.plt
> Package version: 1.13
> Owner:           oesterholt
>
>
> Package Description
>
> HWIKI - A wysiwyg wiki/cms for mzscheme

  It would have been useful to see something like:

"Recently Changed:   - Added new features"

or

"Recently Changed:  - Corrected bug"
