[plt-scheme] scheme_use_fuel hueristics

Dear All,

When I use SCHEME_USE_FUEL(N) on a millisecond basis,
i.e., I'm calling SCHEME_USE_FUEL() about every millisecond,
or maybe I just measure the time between the previous call and the
current call.

What would be a good value for N in that case?
