Another nice understatement.
A big reason for this behavior is the difficulty, for the average
manager, of measuring the quality of programmers, and of programming
efforts. One observation that's been blogged about is "when deep
quality metrics are unavailable, customers will base their decisions on
shallow metrics instead" (see [1] for links).
