[plt-scheme] Should I start with web apps in V360 or in the newest dev build?

If you're just playing around it doesn't matter.  If you intend to
build an app that will take any serious load you want to use the
newest dev build.  There isn't much difference in the API as far as I
am aware, but there are significant bug fixes.
