You shouldn't need to parse the file. Just read it as a string. You can use, for example, port->string in the port.ss collection in Planet.

Subject: [plt-scheme] Post a HTML file

Hello,

I seek to post in a frame a HTML page available in a local file.
Is there a function which makes it possible to interpret html/css
syntax ?

Thanks,
Laurent
