[plt-scheme] Bit reading and writing

Hi all,

I have ported Oleg's bit-reader to PLT Scheme and
attempted to put together a bit-writer in the same
style. In due time it will show up at PLaneT, but
before that, I'd like to know whether there are
some tricks that could speed up the code. Other
improvement suggestions are welcome too.
