[plt-scheme] Implementation parameters

The machine.ss file in the science collection has some of these defined.  It
is used internally in the science collection.

(require (planet "machine.ss" ("williams" "science.plt")))

would get it for you.  I have attached the file so you can see it.

are there implementation parameters like Lisps short-flot-epsilon, etc.?
I want to translate some functions from SLATEC like the Bessel functions,
and there are some of these parameters needed.
