[plt-scheme] download links for planet packages

You can use planet directly to download them, if you wish. Also, it  
is probably easier to avoid the browser interaction when downloading  
them (as using the planet commandline tool does).

Out of curiosity, why do you want to download them and not install  
them? To be able to poke around and see somethings about them?
