[plt-scheme] planet & native extension flags?

Thanks -- I did see (and read) this log, and was hoping to avoid  
having to create symlinks to local directories -- I just want to tell  
planet where to search when looking for things.  Setting the  
PSQL_EXTENSION_LIB_PATH didn't seem to help, either.

Now I've somehow gotten into a state where I can't even install the  
planet package.  This is new behavior since a day or two ago when I  
last tried.  I can't imagine why the inflate of the ZIP files would  
suddenly start failing...
