[plt-scheme] Version Check

I'd prefer, from a privacy perspective, that DrScheme not phone home to
the mothership (check for new PLT versions) without explicit user
permission.

The checkbox to enable the check for new versions could appear in
multiple places at once: (1) on a tab of the Preferences dialog; and (2)
on the result dialog that appears when a check-for-new-versions
operation is invoked manually from the Help menu.

Regarding notifying users of new versions, perhaps DrScheme could ask
the user at first run (or other time) whether s/he wanted to be added to
the "plt-announce" email list.
