[plt-scheme] ann: datastructs v0.24

I've released 'datastructs' version 0.24, which
provides a couple of datastructures for mzscheme.

Changes:

    - Fixed bug in sets.scm, set-from-set function would use 'cadr' 
instead of 'cdr'.
    - Added set-for-each.
