[plt-scheme] Web server and docs

Greetings!

While looking at the doc.txt for the web server, I notice that there seems
to be mention of functionality that doesn't appear to be in the code.

Specifically:
- the use of (servlet-root <prefix> <base>)
- the use of resource maps
- a "dispatcher.ss" file

I am using 299.100, and also downloaded the latest "exp" CVS, but no luck
finding the actual code. Does this exist yet, or is this expected to be
coming?
