[plt-scheme] SWIG Maintainer, who?

Well, I don't want to maintain the code,
but I need it for mzgtk2, so I've made the needed changes
this evening. Documentation also needs some extending
because of the byte_strings and char_strings (I'm mapping
the default mzscheme strings to C char* (UTF8).

When I get mzgtk2 to compile completely using mzscheme 299.100,
and have tested the code, I'll submit it to swig.org
