[plt-scheme] Re: Uppercase symbol handling

If you're using the new "ssax" collection in 209, and wondering why it
does SXML case the way it does and is breaking your code, then I'm in
good company.

I intend to package up a ".plt" for an "ssax-cs" collection, which will
have consistent SXML symbol case on 209 and 299 regardless of your case
mode (and will also be most consistent with other Scheme
implementations).
