[plt-scheme] starting DrScheme with no language level chosen

It seems I wasn't clear enough in my original message.  I don't think
anything should be hidden.  I think it would be better to prompt for
a language immediately (when none is selected), before the main window
comes up.  That way after the language is selected, the main window
opens without that message to select a language level.
