[plt-scheme] changed policy for native libraries?

No, using mzc3m is the same as using mzc. (It just runs the compiler
via MzScheme3m instead of MzScheme.)

The short answer is that I need to write proper documentation for
making extensions compatible with 3m. I will do that soon; let me know
if it can't wait a few days.
