Works for me!  I made the following modification to
collects/planet/config.ss to add support for the Bham
proxy:

(module config mzscheme

  ;; Added by Noel to support Birmingham's web proxy
  (require (lib "url.ss" "net"))

  (current-proxy-servers
   '(("http" "webcache.cs.bham.ac.uk" 3128)))
  ;; end added section
  ...)
