[plt-scheme] Request to the list administrator

 Is it possible to move this notification:

to the *bottom* of the message? Some e-mail readers expose the first
line of the body of the message, so we can take a peek at the subject
being described, and prepending the above notification hinders
usability and is a nuisance.
