[plt-scheme] [Ann] Datastructs v0.21

I've released 'datastructs'  version 0.21, which
provides a couple of datastructures for mzscheme.

Changes: Added avl-min, avl-max, avl-empty? and avl-atomic to the
          AVL Tree implementation.
