[plt-scheme] Massive memory consumption

Prior to 299, Pete Hopkins ran some stress and, if I recall,
the short answer seemed to be that the 3m collector did not
work as well with the web-server as did the Boehm collector.

There are lots of variables however.
Some of the more important parameters are listed:
connection-timeout
servlet-timeout(s)
default-servlet-timeout

There have been significant changes to the server in 299 and likely any
such memory performance test will need to be re-run.
