[plt-scheme] v299.18 drscheme crashes

I just installed v299.18 on redhat 9.  MzScheme and MrEd start okay, but
DrScheme crashes with

collects/web-server/response.ss:70:15: compile: unbound variable in
module in: any?

Really what I wanted was to run help-desk, but that crashes with the same error.

I did a fresh checkout from the cvs, that is, I didn't update an
existing version,
so it not something leftover from before.
