[plt-scheme] upgrade FAQ

I spent five minutes looking for a 208->299 upgrade FAQ, and didn't 
find one.  On the principle that it would be easy to destroy if 
inappropriate, I spent another five minutes and created a 208->299 
upgrade FAQ in the Scheme Cookbook.
