[plt-scheme] Cannot install 207 on Windows

Hello All

I got V207 to install on Windows XP after 2 failed attempts -  what seem 
to make
the difference the third time was deleting the preferences when I did 
the uninstall of
the previous version and closing all other programs when running the 
V207 installer
again.
