[plt-scheme] uriframe

If anyone other than me is using UriFrame...  could you please email me
if you are using using your own base object classes (to, e.g., add
URI-scheme-specific download methods) rather than just accepting the
default base?

I wouldn't discard that extensibility on a whim, but I'm tempted to move
to a lighter-weight representation.
