[plt-scheme] Use of plt-announce at list.cs.brown.edu

If anyone has any new plt-related material, feel free to send the
announcement to plt-announce at list.cs.brown.edu.

If there are projects that might have plt-related as well as unrelated
announcements, it should generally be fine to just add plt-announce to
the list -- it is moderated in any case, so unrelated stuff will not
go through.
