[plt-scheme] Problems with compiling MzScheme extensions in MSVC 7

Yeah. When I remove all paths referencing dev-cpp it can't find a linker
or compiler now. Any ideas?

To be honest I'd be just as happy with gcc if I could get the linker
working properly.
