[plt-scheme] PLaneT in v299?

Not your imagination. The PLaneT client technically speaking has been 
ported (it's in un-exp-tagged cvs), but I haven't yet done the work to 
populate the 299-version of the  PLaneT server with all the 208-version 
PLaneT code so having it wouldn't do anybody any good (more generally I 
need to implement code that corresponds to the PLaneT server's policy 
with regards to version 299 versus version 208). That work'll be done 
soon and then I'll exp-tag the client.
