[plt-scheme] 299.24

The exp-tagged code in CVS for MzScheme and MrEd is now version 299.24.

This version is mostly bug fixes and minor MrEd performance
improvements.

Change:

 * Added `on-split-snip', `on-merge-snips', and `get-revision-number'
   to text%.
