[plt-scheme] ANN: DNS Proxy server 0.1

I wrote this to do "split horizon" DNS (to allow external domain names
to work behind a firewall that does IP forwarding).  It contains the
logic to do very basic (no zone transfers &c) DNS serving and
forwarding.
