[plt-scheme] Httper 0.1 (plus new UriFrame, and temporary SRFI-19)

First snapshot of Httper, an HTTP client library, with docs:

Currently requires the new version of the dreaded undocumented UriFrame:

and this SRFI-19 version (secretly works with the PLT "date" type; soon
to be merged into PLT CVS):

Comments on Httper appreciated; just be aware I may not be able to
respond for up to week (will be immersed in non-Scheme writing).
