[plt-scheme] Output from compile-extension-parts-to-c

Thanks for you answer Matthew.

I updated the cross compilation tools (MinGW) to a
newer version and also made some changes to sconfig.h.
And that seems to have solved the problem for now. Now
the same compiled scheme code works both under Linux
and Windows.
